REFORM INITIATIVES:

Local Govt Act:
Local Government Act, 2013 has been promulgated on 12th November, 2013. Delimitation process has been completed and gazette notification of delimitation of local councils has been issued on 10-03-2014.Similarly conduct of election rules have been approved and issued on March 10th,2014.Local Government election are being held on May,2015.

Increase in Revenue:
As a result of process re-engineering introduced inthe advertisement of all bids and tenders for contracts in local councils, considerable increase in revenue of the     department has been achieved.

Water and Sanitation Services Peshawar (WSSP):

The need to establish a citywide water and sanitation utility for Peshawar was felt to improve the quality of water and sanitation service.

WSSP include 44 Urban and 33 peri urban UCs, providing services to around 2.6 million population.
WSSP took over services from Peshawar Development Authority, Municipal Corporation Peshawar, Cantonment Board and Distt Council Peshawar.
Its key functions include planning, designing, construction and policy matters at the Head Office level,while operations would be decentralized to Zonal levels.
The existing thirty seven hundred employees from the present service providers are transferred to the Company on deputation, without any layoffs, while managerial or professional staff are being hired on market based salaries.
The company has been established and functional.Assets and staff of PDA, MCP and District Council Peshawar have been transferred through Strategic Assets Management Agreement

e-Tendering System at all Local Councils in Khyber Pakhtunkhwa

E-Tendering system has been implemented at all Local Councils, Local area authorities in District offices of Directorate General of LGE&RDD.
Centralized and online system for enlistment/renewal of contractors.
Online automatic Tender Form Generation and secure submission with security codes.

Rules of Business being drafted for: o District governments.
Town Municipals Administration.
Village/neighborhood councils.
Bye laws for conduct of meetings at Local Councils being draft

Transparency in Recruitment

Introduction of NTS for recruitment against the vacancies in Local Council Board and all Local Area Development Authorities.
Establishment of vigilance committee at Provincial and Divisional levels to ensure quality of project and curb corruption.
Full implementation and compliance of Right to Public Services and Right to Public Information Acts.

Beautification of Peshawar
The beautification of Peshawar will be carried out through outsourcing. The following works have been identified:

Rehabilitation/development of green belts both side of GT Road Peshawar.
Pavement and fixing barbed wire 12 Standard Wire Gauge (SWG) fencing on GT Road Peshawar.
Pavement marking in reflective thermoplastic paint from Motorway exit to Suri Pull on GT Road and from KFC to Phase-Ill Chowk.
Improvement and repair of GT Road Peshawar from Motorway exit to Phase-Ill Chowk.
